Letter-Matter

Soon after we shifted to this new house, we got one thing figured that we have no access to our post mails.
We were puzzled as well as annoyed over the fact that our important letters were not reaching us.
After some research in the neighborhood, we discovered that some people in the society were getting all their mails and that too on time!
So, we went on asking them about this secret.
As per them, one has to quote name of the adjacent village's Post Office on the letter, as our society has no post office of its own.
We were overjoyed that we finally cracked the letters' code.
But, even then our letters did not reach us.
Reason, the postman needs a 500 rupee note in the beginning of every month to deliver your letters. Moreover, if you don't get any mail in the month you paid for, there's no refund!
Icing on the cake: Some people tried to complain about his routine to the administration. One, the delivery of their letters stopped permanently. TWO, THEY FOUND ALL THEIR IMPORTANT LETTERS DURING THE MONSOON IN THE MUDDY WATERS...
Maybe, we all can summarize it for ourselves...
